The scores were level at the interval but a huge tackling effort from Irish prevented the visitors from developing their free-flowing game and three penalty misses cost them dear.
Tries from Blair Cowan and Alex Lewington turned the game on its head and despite a solo effort from Danny Care, the Irish hung on.
Harlequins director of rugby Conor O’Shea said: “I’m really frustrated by our performance as you can’t go out and play with such lack of precision and control.â€
