The ring-fencing of that £6.7âmillion was one of the early problems in this
dispute, in which a recurring theme has been of a lack of trust between the
two parties. At one point Warren Gatland, the national coach, was summoned
back from holiday in New Zealand to help. The regions have never had any
gripe with him.
It is believed that one of the last sticking points in the agreement has been
a stipulation by the WRU that it could place an out-of-contract player with
a region. That would be problematic, especially if the player was returning
from abroad where much bigger salaries can be commanded. It is likely that
it will apply only to top players already in Wales, of which they are
obviously very few, judging by the list of dual-contract targets.
The likes of Leigh Halfpenny, Jonathan Davies, Jamie Roberts, Mike Phillips,
Luke Charteris and Dan Lydiate are based in France, while George North,
James Hook, Richard Hibbard, Paul James, Ian Evans, Matthew Morgan, Bradley
Davies, Gavin Henson, Dwayne Peel and Ryan Jones are all in England.
